Title: CMS Contract Close-Out Manager
Department: Communications
Reports To: Director of Communications
Location: Navy FISC, San Diego, California
Hours: Full time M/F
Job Summary:
Manage a workforce of blind and low vision personnel with a mission of creating and enhancing opportunities for independence and self-sufficiency of people who are blind, Deaf-Blind, and blind with other disabilities. Participates in developing, implementing, and managing the start-up operation of Contract Management Services (CMS). Manages day-to-day operations of CMS “pod” of legally blind employees preparing government contracts for close-out.
Responsibilities:
- Manage a workforce of blind and low vision personnel with a mission of preparing government contracts for close-out.
- Supervise and provide assistance with government contract close-out. This will include payment and delivery research, document interpretation and preparation, and the scanning and storage of documents for future consideration.
- Establishes policies, procedures, and the operating structure for the Contract Management Program.
- Manage and control the transfer of sensitive government contracts.
- Will be 100% accountable for all government documents included in each close out folder. There will be 100% accountability for tracking of the folder from the time that it is received and accounted for through the close–out procedure to certified destruction, if required.
- Produce measurement reports to reflect productivity of the closeout process. There will be a requirement for weekly reports, close-out in process reports to include contracts received, contracts closed, status of contracts being processed to include accountability of the folder as well as the stage that the folder is in at each point through the process.
- Maintain a working knowledge of each of the tasks required of the each of the individuals in their work force.
- Review all folders upon arrival to ensure that the folders that are received and match the statement of work requirements.
- Assist in establishing and maintaining the metrics required to determine the process and time required to present a contract ready to be closed.
- Manage weekly reports for both NIB and NISH agencies.
- Manage relationship between customer Contracting Officers’ Representatives and contract close-out staff.
- Provide reports to COR for contracts presented to be closed.
- Report on a daily basis contracts closes
- Develops, manages, and maintains staffing levels according to SLH and customer requirements.
- Leads project efforts to identify, analyze, and implement efficiencies that will contribute to increased productivity and margins
- Maintains AS9100 standards, BMS system requirements, participates and facilitates passing system audits.
- Prior experience working with people who are blind, Deaf-Blind or blind with other disabilities is preferred.
- Many of these responsibilities are similar to those of a warranted 1102 contracting officer.
Requirements:
- BA Degree or equivalent knowledge in business, management, or related field is required.
- Ten years of government contracting experience is required.
- This experience should include contracting responsibilities that are similar to a warranted 1102 contracting officer
- Must demonstrate proficiency in use of SPS/ Procurement Desktop Defense (PD2), Federal Procurement Data System-Next Generation (FPDS-NG), My Invoice, and Contract Manpower Report.
- Must be proficient in using MS Office (Access, Excel, and Word) products.
- Must possess skills to train staff to use software listed above and any other programs or procedures related to government contract close out functions.
- Must possess management level skills including planning, organizing, monitoring departmental progress and developing employees.
- Demonstrated ability to create and implement complex methods, procedures and systems especially in the area of contract close-out functions.
- Demonstrated ability to work in a fast-paced work environment and manage multiple responsibilities daily.
